Does the “everyone goes out to war for a commandment” rule also require that you undergo basic training and training?
If so, when does this obligation apply? Is there an obligation to enlist for basic training and training as soon as a war begins, or is the obligation to do basic training and training even when there is no war in order to be prepared to go to war?

All this chatter is based on a lack of understanding. The obligation to go to a war of commandment such as Ezrat Yisrael Meid Tzr is a matter of the Pikuan (and not because it is any commandment) and they are the ones who determine who goes out and when. See also column 609.
