Did the Creator give commandments because they are good for man, or are the commandments good for man because the Creator gave them?

“Keep the commandments of the Lord and His statutes, which I command you today, for your good” (Deuteronomy 10:13). The commandments are for the good of man.

Two notes: 1. This does not mean that this is the purpose of all the commandments (perhaps only some of them are intended to benefit us. For example, those between a person and his fellow man). 2. This does not mean that the commandments themselves are beneficial. Perhaps it is the reward we receive for observing them that will benefit us.
