After reading the rabbi’s article (in “Doing Your Commandments,” Parashat Vaicha), I asked myself whether there is a place to hold a guilty party responsible for malchovat (criminal intent that ultimately materialized in a permissible act)?

I see no basis for this.
Since this did not materialize into a prohibited act, it is not possible to identify it with a successful intent, but there is an indication that there is a flaw in reality: a criminal intent that attempts to commit an act (and in particular, a grievous sin).
On the contrary, the whole problem is that there is no defect in reality here, only bad intention. A guilty sacrifice is only for the defect in reality, and therefore it is usually also brought for intentionality. This is almost the opposite of the definition of guilty.
