Hello Rabbi, what is the origin of the proverb “The owner of a century is the owner of an opinion”? Does it have a Chazal source? Does it have an expression in any halakhic text? Isn’t it more correct to say that the owner of a century is prohibited from having a right to an opinion any more than any other less wealthy person? The issue came up in a debate at an apartment owners’ meeting when the owner of 4 out of 8 apartments in the building, who is repenting, raised this argument as a halakhic argument

I don’t know the origin of this proverb, but as far as I know it has no origin in our sources, and it is certainly not a halakhic principle. As for the question itself, regardless of the proverb, it depends on the context. For example, if a person has four apartments in a building, it makes perfect sense to give his opinion more weight.
