It would seem that a process has now begun that will soon develop into separation. (With the help of the current extremist government that a large part of the people chose)
Haredim, Mustard and Arassim in Judea
All of Israel in the new Israel. (True, it is not easy and even difficult, but the people will understand that this is what it is if they wish to remain on this land)
And suppose that in the wisdom of the new Israel, they decide immediately upon its establishment to write a Declaration of Independence that will become a constitution.
I guess they’ll just copy and paste the key sections of the 1956 Declaration of Independence +- Language Updates
And they will write a few more new lines to write after 75 years of experience, let’s say, like a complete separation of religion and state.
What else would the rabbi suggest to include in such a scroll?
Let’s assume that the state’s role is to lead a society to become a ‘light for the nations’ or at least a ‘model society’?
Are there other things that point the foundations in a good direction?

A hypothetical question that won’t come true, so what’s the point of discussing it and thinking about it?!
