Greetings to Maran Shlita.
1. Are people who are exempt from the mitzvot, such as Soma, exempt from the mitzvot that is not a deed and from the mitzvot that are between a person and his fellow man?
2. How does the Rabbi relate to the refugee issue? It seems that apart from the fact that refugees are not refugees and are making a mess, etc., people would not want too many foreigners in the country. However, if a group facing extermination in its own country seeks refuge in our country, should it be granted asylum or quotas be set, etc.?

- Regarding “Lat”, this is a matter of dispute. The early scholars mean that one is completely exempt, but Toss and Or wrote that one is obligated by the rabbis. Hence, some later scholars (such as Reka) have argued that one is obligated by law, since the obligation by the rabbis is based on “La Tesur” (and this must be rejected, especially according to the Ramban’s view in the first root, that the obligation by the rabbis’ commandments is not learned from “La Tesur”). - We definitely need as much as we can, but we are not obligated to solve all the world’s problems. I don’t have a clear line on how much we must accept. I think this is not a halachic determination but according to international law (at least that’s the bottom line).
According to the Rambam, without tessur, can the accuracy of the req'a be rejected? Now I also thought about the obligation of a minor in the mitzvot, for which there is a disagreement among Rashi of Tosafot whether the minor is obligated by the rabbis or by his father to educate him.
I wrote that in particular according to the method of Ramban. And I was referring precisely to Rashi that you mentioned, where we see that the minor can be obligated to the rabbinate, even though he is certainly exempt from Leviticus.
