Do you think that failing to observe a commandment and committing transgressions will result in punishment for a person in this world?
And what about the next world?

It doesn’t seem so. I have no idea.

Okay, and after a person has fulfilled his duties properly, is there perhaps a source that says he can demand from God, livelihood, health, etc.? As if he has fulfilled his part of the deal now?
Or is there just a general promise in the Torah, written or oral, that if a person keeps everything, he will have divine help?

He can always ask. Will he accept? Very doubtful. Even the Gemara says about this that the reward of a mitzvah is a Baha'i Alma likha.
