This is, of course, complete nonsense. If only he had said that there is a prohibition here of preserving the soul (and that should also be discussed). Perhaps there was room to discuss theft, since the software was not sold for this use (which would be exploited), and that too should be dismissed lightly. But simply as a statement in Kotkha, there is no lie here. I have heard nonsense in my life, but this is definitely a worthy contender for the title of seniority. By the way, the actual halakhic prohibition against lying is not at all clear (I remember an article by Rabbi Charlo in one of the first issues of Tzohar regarding the prohibition against lying), and so on.

In connection with this question, I came across a strange halacha in the Rambam, Laws of the Sanhedrin, Chapter 22, Halacha 10:
A judge who knows that his fellow is a robber or a wicked person is prohibited from joining with him, as it is said: “He who speaks falsely, keep away.”

Is this a rabbinical prohibition based on the verse? Or is this a prohibition from the Torah (then why didn’t he list the prohibition under “do not”/“do not”?)

It is accepted that this is a Torah prohibition. The Tomites even ask about the Gemara in Sanhedrin 9, "A certain person is a rabbi to my will, and another joins in killing him," why is the witness not disqualified for joining the first witness?
Why is this not included, I do not know. Perhaps it is included in the law, "You shall judge your neighbor with justice," or in the very fact that it is impermissible for a wicked person to judge or testify.
