Is it permissible to refrain from fasting the four fasts?

According to Rav Papa Bar-Ha 18:2, while there is peace, they will be (the four fasts for the ninth of Av, which were doubled in disasters) for joy and happiness. It seems that the meaning of the words is that it is forbidden to fast then. The opinion of Rashi; R.N.; Meiri, that the definition for this is “when there is no hand of the Gentiles attacking Israel.” And the Rashba wrote that it is when “Israel is settled on their land.” Also according to R.H. Ramban Ritva and Tur, that peace refers to the building of the House, the opinion of 5053 and the opinion of the R.M. in the Piyam that this depends on the will of each individual (some disagree). In light of these things, do you agree that one who refrains from fasting has something to rely on? If not, why not?

For those who believe that it depends on the wishes of each individual, then there is no binding custom, right?
Why not? Even when there is no prohibition at all, the custom is valid. So if you hang the prohibition on everyone's will and a custom is created where everyone fasts, it is a custom for all intents and purposes.
The custom is that girls don't braid people.
