Moral with the offender
Is it necessary (halachically and morally) to act and behave in a moral manner with a criminal (for example, a murderer or rapist)? For example, to allow him to sit in a nice prison, to call his family occasionally, etc., etc.

An undefined question. He is liable to punishment, and the punishment should not be too severe for him. The court determines how severe the punishment should be. The severity can be in terms of the length of the sentence or its conditions. There is no single answer to this and it is impossible to define it.
