Music during the three weeks

I listen to music chronically. I wanted to know if there is a way to make it easier to listen alone, not with dancing, and if there is a difference between the three weeks and the nine days.
The ban is basically only on happy music for dancing. Quiet music is allowed. There is room to be stricter during the nine days.
Is this a custom or a rabbinic prohibition?
I'm asking because my grandmother has a birthday and they're bringing a singer to sing and play, my family doesn't observe, what should I do?
Now we are already in the nine days. During the three weeks, there are rabbis who wrote that the law applies that it is forbidden to listen to music on a musical instrument all year round (which was not customary). If so, then it is a matter of state and not just a custom. But even if it is a custom, it has validity and it is not right to violate it. In my opinion, you should tell them to decline, and if they do not decline, do not participate and explain the reason.
