Hello Rabbi!
Why do you believe that only the Talmud and the ‘Kabbalist’ Rishonim enter into the first-order mode of ruling? Why not later poskim? Of course, they would enter not as a foundational text in itself, but as systems, just as the Gemara is not a work in itself, but rather a system of different opinions.

No ruling other than the Talmud has entered into first-order rulings. What enters there is only that which has received formal authority, and that is only the Talmud. Everything else is in principle subject to discretion. It is true that authority is also given to the shiurin, meaning that the central rishonim have greater weight, and therefore a higher degree of certainty is required to dispute them. There are no truly black-and-white statements in halakha.
