On the claim: What is a scientific claim?

Regarding Papour’s claim regarding the criterion that gives any claim the title of “scientific claim” (one that can withstand the test of refutation), is this claim itself scientific?
I tried to think about it but it seems impossible or that trying to answer the question requires us to assume what is being asked or something like that.. What do you say?
