Hello Rabbi,
Is there a prohibition on a woman wearing immodest clothing in front of strangers (according to Torah or rabbinic tradition), or is it only because it is in front of a blind man? And accordingly, what is the limit regarding the woman’s obligation to intercede, from which the man is obligated to distance himself and she can do whatever she wants?

From a practical perspective, if you go to a beach that is remote… does the fact that people occasionally pass by require modest clothing? And what if you can see from a distance that there are people and take a different route? Is there a difference between Jews passing by or Gentiles passing by?

Hello Yitzhak. This is a difficult question and has no clear boundary.
Regarding the positive aspects of modesty, see the book by Rabbi Haber (from Karnei Shomron), who summarized the opinions on this. And see also the article by Yedidayi Nadav, published in Akademot .
He argues that the foundation of modesty laws is not the failure of men, as this is the obligation on them.
