The Rabbi could give a good definition of God’s will to create the world.
After all, if he is perfect, he should not lack anything (such as a kingdom to rule over).

I just now answered this and I can’t find it.

- The assumption that before something occurs there is a lack is not necessary.
- The perfection of God does not have to be static. It is possible that His perfection is the entire timeline: a period of time in which there is no universe, after which a universe is created. See in the Holy Lights of the Reiyyah, Ch. 2, who speaks about the problem of perfection and completion, and there he explains that the ability of God to complete himself (He is perfect and therefore cannot complete himself) is realized through us. How can we say that its entirety is across a timeline, before and after the universe, while before the universe the concept of time no longer existed?
It's really not necessary. But what do you think: if there wasn't time, then the problem is basically Litha.
