Isn’t the principle of the periphery stated in lesson 4 identical to the principle of the time to do it, which is by definition an extra-halakhic principle?

Certainly similar. Indeed, the wording of this principle includes “you have violated your Torah,” meaning there is an explicit expression here that it is about something outside the Torah (the violation of the Torah).
