See Rabbi Yerucham Perla’s introduction to the Sefamatz of the Rasag, which deals with this in detail. Indeed, the name of the Gra is cited (in his brother’s book) as not dealing with this because it has no nefm. But this is not accurate. Indeed, there is no direct nefm to the question of what is included and how, but there are many indirect nefm (the explanation of why something is included or not, involves a halakhic understanding of the matter). You can find hundreds and thousands of examples of this in the Ramban’s interpretations of the Sefamatz and the roots of the Rambam. This is also what the Rifa writes there.
