Property Laws in Gaza

Hello Rabbi,
I wanted to ask about property laws in Gaza today. Do you think this is a similar case to the Kovno ghetto? That is, property laws there are not valid? It seems that the robbery of aid trucks there has become routine and is not condemned by anyone. Perhaps this is a sign that the concepts of ownership there have become empty of meaning?
