Bringing a sin offering in a place where there is a keret does not exempt one from keret. After all, there is no obligation to give keret in an accident. The keret only defines for which offenses the sin offering is brought. In any case, for these offenses even a person younger than 20 years old must bring a sin offering even though he does not have a keret.
