Raising a toast to Rosh Hashanah
Is there a halachic or other problem with participating in such a ceremony in the office?

I don’t think so. We all live according to the Gregorian calendar, and it has long since lost its religious significance. It is a milestone on the timeline, and like any milestone (birthday), it is customary to celebrate it. People need to interrupt the temporal sequence for various reasons.

Another question - what if they put a fir tree there?
In my opinion, this does not yet reach the point of a halakhic prohibition. It is not a Jewish accessory but folklore.
