Regarding the publication of two Torah scrolls in the month of Adar
Rabbi Eliezer Melamed writes in his Peninyi Halacha, “Four Parshits”: On the same Shabbats that these Parshits are read, two Torah scrolls are brought out. On the first, seven Olim are read in the weekly Parshat, and on the second, the special Parshat is read to the Meftir. And since the Haftarah in the Prophet should deal with what was read in the book to which the Meftir ascended, the Haftarah deals on these Shabbats with a matter related to those Parshits that were read in the second book, and not in the weekly Parshat that was read in the first book.
I understood that he was explaining that the reason for this is that the haftarah that is read must belong to a parasha that was read in a Torah scroll, and since if one Torah scroll is taken out, then the regular parasha that is read every week will also be read in it, therefore a second Torah scroll must be taken out, so that only the parashas that are read in Adar will be read in it. Although my community understood, and so did the rabbi, that the reason two Torah scrolls are taken out is because of the public’s inconvenience, and the rabbi is only explaining the sequence of events here. How does the rabbi understand his words? And what is the ruling?

Hello, Honorable Rabbi, this is not a previous discussion, I am asking about the reason why Rabbi Eliezer Melamed decided to publish a second book in the month of Adar, and also what the reason is in your opinion.
So yes, I explained it already. I didn't understand what the question was. I explained that two books are being published because of the Tircha D'Zhiruba. The Haftarah is read from the point of view of the Haftir. That's all. What is not clear here?
