Is it possible to trust a regular contract that does not make a rental from someone who does not admit to the contract but rather relies on some general agreement with the police or fire department?

It should be added here that the whole idea that someone who does not admit to being a member is useless is a sanction against living near him. Today, it seems that this reason does not exist, and therefore there is room for leniency even on the basis of narrow assumptions.
