Robber’s claim

On page 10 of the Book of Revelation, there is a discussion of whether a lost keeper is a keeper of
If so, what does Abaye think a loss keeper owes a loss keeper who claimed to be an armed robber (robber) and then it turned out that he lied?
And is there a connection to paying the fifth month’s tax?
