It is the content. Both in the advertisements that are probably the majority of the leaflet. Everything in his opinion is forbidden by the lay leaflets.
 
I, the sheriff, claimed that there are no lay notes in the bulletins because today it is not customary to correct spelling errors, etc., in pen while reading the bulletin, and in general, Shabbat is a notarikon, Shabbat is read in the bulletins, and this is the actual custom.

I don’t know why you decided that the ban on lay bills is out of fear that they will be fixed in writing. Simply put, it’s an extension of “find what you want and say it.” But in my opinion, it’s only relevant to advertisements, not politics. The fact that there’s a lot of garbage and propaganda there is, of course, true.
