Why not?
After all, most men leave hair there, so why is there no prohibition of ”not wearing”?
After all, ”looking” was forbidden before the world changed and men also started looking. (Sh”a).

This is not a question of majority and minority. The question is whether he is a reasonable person or not. If most men in the world wear skirts, will it be forbidden to wear pants? As long as wearing pants by a man is reasonable, it is permissible.
