Skirt length

Shalom Rabbi, the author of Mishna Berura writes that the thigh is the part between the knee and above, while most poskim believe that it is the lower part. This is a disagreement in understanding the reality of the Gemara when it said thigh in a naked woman. How can I decide who is more right in this dispute, based on what?
