Is something that is not intended permissible in the mitzvot between one’s friend and another? For example, if there is a chance that I will handcuff my friend, is it permissible if I mean something else?

I assume you mean offenses and not commandments. I don’t think there is such an exemption, since the result was caused by you. What requires payment of damages is not the offense in question, but the actual commission of the damage.
