I have seen in several places that the Rabbi said that one should study a question in order to understand what the halakha is. Does the Rabbi only mean that one should try to decide which understanding in the Gemara or the method in the Rishonim seems most correct to me on the question, or is it also necessary/advisable to actually study the Torah of the Shulchan Shulchan (and even on the questions of women who are tortious)?

It is worth reading as many commentators as possible, but in the end you must decide what you think is halakhic. There is no particularly recommended list of books and there is no obligation to read a particular list. But the great rabbis are certainly a worthy basis without which it is not worth ruling.
