Hello Rabbi Michi, is there still interest today in celebrating the second Yom Kippur of Galyut and in the Land of Israel also Rosh Hashanah? In my opinion, the point is null and void, and therefore I see no reason not to repeal the regulation.
Indeed, there is no point in this. But a regulation that is void of its meaning is not void because we do not have a Sanhedrin. Something that a minyan needs another minyan to permit.
Although Rabbi Ephraim, a student of the Rif, believed that two days of Rehmat should not be celebrated in the Land of Israel, this is an individual opinion and his reasoning is unclear.
If so, are we simply stuck with many regulations that are irrelevant to our generation because we are unable to appoint a Sanhedrin? Isn't there perhaps an alternative way instead of a Sanhedrin to repeal the regulations?
Indeed, this is a real tragedy. I have reviewed various ways in my article on repealing regulations today and in books on moves among the standing. But it is difficult to do such things, at least in what concerns the public domain, without some kind of consensus.
