Hello Rabbi,
There are several aspects to the question of annexing Judea and Samaria, including of course the moral aspect. There are several sides to the coin, and here on the site you brought (to my dismay) this debate between Zandberg and Smotritz: http://www.youtube.com/watch?v=-xg-qIMlepo
When I am exposed to these debates, I think it is related to the well-known “carriage dilemma”: according to the utilitarian approach, it can be argued that annexation will benefit the Arabs in the territories compared to their current situation, and therefore annexation is moral (this is Smotrich’s argument).
According to the deontological approach, controlling people while denying them their full civil rights and discriminating against other people is an unethical act, and therefore annexation is immoral (this is Sandberg’s argument).

I didn’t address it directly, but the main argument is that this is a collective, not just a collection of people. Therefore, the question is not how much they will gain and how much they will lose, but what will happen to the collective. Beyond that, there are risks for us here, and that is the initial consideration even before an optimal solution for the Palestinians is realized.
