The categorical imperative

After Kant comes to the conclusion that we can only speak about phenomena, and not about the world as it is, how does he then arrive at the categorical imperative, an argument that binds everyone to reality? In what sense is the imperative binding if it does not deal with reality itself? Thank you very much.

The imperative does not deal with phenomenon or noumena. The imperative is a normative principle and does not deal with reality. Kant himself goes to great lengths to distinguish between the two.
