The law of thieves and robbers is fucked up these days.

According to the Gemara, the punishment for a thief is double and the punishment for armed robbers is one hundred. Is this law relevant today or is it changing? According to Israeli law, the punishment for a thief is up to 3 years and the punishment for armed robbers is up to 14 years.

I didn’t understand the question. Why would the law change nowadays? (Of course, when there are no neighbors, we don’t discuss fines, so double punishment is irrelevant)
The implication is that if they were to judge today according to Jewish law, a robber who robs a bank returns to the bank what he took, thus being a thief and there being no punishment?

What does all this have to do with armed robbers and thieves? In Halacha there is no punishment for a robber. A thief has a double punishment, and even that is only in neighboring courts.
Of course, if Halacha were the prevailing law in the country, they would make regulations and punishments that are not in accordance with the law.
