Is there a point in Halacha that you can’t change things all at once? For example, first of all, should women be allowed to read the Torah until it becomes acceptable and only then will they read the Torah or does it not matter?

From a halakhic perspective, it doesn’t matter. What can be changed can be changed, and what can’t be changed, it doesn’t. There are those who advocate a meta-halakhic policy that it is not advisable to change things all at once, and they can rely on the words of the Rambam in Halacha Memariam 2:8:
And any court that has permitted two things should not rush to permit a third thing.
But this is a question of policy and not a halachic question.
