Someone who is not convinced of G-d from an intellectual-philosophical perspective (“intellectual agnostic”), and keeps commandments because he feels/experiences G-d’s existence (for him, it is something deep and inherent in him, not just an emotion), in your opinion, is considered an observant atheist?

No. If it’s inherent in him, it doesn’t mean anything. But if he intuitively perceives the existence of God, that’s fine.
