Anyone who overheard a conversation between two boys selling at a nearby kiosk and understood that they were being explained how to sell illegally to evade taxes and that they were also using it to evade taxes from the kiosk owner, and he doesn’t want to get involved in anything. The question is, should he be a whistleblower or warn someone, and what should he say?

Theoretically yes, since this is planning to commit a crime. Although if it is a small amount, I am not sure that this should be done. This is the custom of the world and the reasonable citizen.
