I don’t know who coined it. The assumption underlying the expression is that the secret is the inner foundation of the Torah (the deep reason for the commandments and the spiritual root of events).

If I understood correctly, internalities like the taste of the mitzvah. Something around the Sefer Hinunchuh and the like. Not the parts of Kabbalah?
