Transgenders in Halacha and Circumcision

Hello Rabbi Michi!
I haven’t seen if you’ve written a new column about this yet, but I’ll ask anyway.
1. Is it possible to add a transgender man (who has undergone a sex change from female) to the minyan, to elevate him to become a member of the Sht?
2. Currently, I am not very sure that lower back surgery for trans women involves castration (in Israel, it is performed at Tel Hashomer, and I need to check, but I think they take the skin from the scrotum and do a procedure there and the result is a female genitalia. I will get back to you with an in-depth answer on the subject. My question is whether there is a permit for lower back surgery if it does not involve castration.
3. A person who was circumcised by a surgeon, and apparently did not bless the circumcision but cut the foreskin and sucked, is his circumcision kosher?
4. Would you recommend (as a graduate of the faculty) electrical engineering/mathematics at Bar Ilan, or is TUT preferable? In terms of the lecturers and academics.

I just wrote two columns on this topic 701-2. For your questions: 1. See column 701. 2. If it’s not castration, then at most it’s mutilation, and in my opinion there’s no prohibition on it. It’s no different than cosmetic surgery. 3. Mitzitza does not hinder (and in my opinion is not necessary). The question is whether he did it for the sake of a mitzvah, regardless of the blessing. If he simply had surgery, I think it is like someone who was born mixed and needs to have the blood of the covenant applied. But there is more to look into. 4. I have no idea. The salary is the same.

By the way, I studied engineering in Tel Aviv and not at Bar Ilan.
