The rabbi of one of the Haredi communities in Bnei Brak (a Jew named Gross) allowed a kosher supervisor to travel to China despite an explicit ban from the Ministry of Health due to concerns about the coronavirus… What is the rabbi’s opinion on the matter?

What does Dina Demalkota have to do with it? Anyone who travels there is not breaking the law.
If they didn't prohibit it, then there is no law of the kingdom. I don't know what the extent of the prohibition is.

Ministry of Health guidelines in the link above, my question was indeed about a given situation in which there is an explicit prohibition.
In any case, in light of Rabbi Michi's answer, it is clear that the Kashrut supervisor must obey the state's guidelines from Dina Demalchuta.
