Is it worth/need to place restrictions on the majority?
I will divide the question into 2. A. Should restrictions be placed on a small majority (51%) and B. Should restrictions be placed on a large majority (66%+).

Are these restrictions appropriate to be imposed on a small majority and a large majority equally, or does the larger the majority, the more permission it has to act?
Sometimes this way and sometimes that way. This discussion is going nowhere. If you have a concrete question, raise it. Otherwise, there's no point in it.
