All the commandments given to Moses at Sinai – in their interpretation were given, as it is said (Exodus 24:12): “And I will give you the tablets of stone and the Torah and the commandment” – “Torah” is the written Torah, and “mitzvah” is its interpretation, and it was commanded to do the Torah according to the mitzvah. This mitzvah is what is called the “Oral Torah.”

What is Maimonides’ intention?
This seemingly contradicts what you said, and Maimonides also believes that at Mount Sinai, only a few laws were given to Moses from Sinai and the precepts he taught. If so, what is the correct understanding of his words?

Two possibilities: 1. The basic interpretations were given there. This does not mean that everything was given there. It is very likely that when Moses was given any commandment, he was also given an explanation. 2. This is a normative, not historical, statement. He was given the tools for interpretation and preaching, and the results of their use should be considered as if they were given at Sinai.
