Is violating a lockdown on such grounds less serious?
Obviously. An individual's overlap is not permissible. Far from it. And if there is a great need, it is certainly understandable that he overlaps. If Adan is confirmed to be ill, it is more problematic, of course.

The categorical order says that anyone who is in financial distress will be covered. This is a general law.
