Clarification on customs

Rabbi, I wanted to ask what exactly is considered a binding custom. Does a Torah, an Ashkenazi posak who has investigated a certain issue and believes that according to Shulchan Aruch, need to make a vow dissolution because Ashkenazim used to rule according to the Rama?
