Speaking in prayer

Hello Rabbi,
I read in the past that the rabbi allows (at least for himself) to study during prayer and mentioned that there are halachic sources to rely on. Can the rabbi write from them?

I don’t have any halakhic source. To forbid, you need a source, not to permit. Everything that is not forbidden is permitted.

Is there a source that everything that is not forbidden is permitted? Or so it turns out.
It is known that the Papalans peppered it with this (an interesting example - Mahrikh, as I think, is in the root Kalt on the root Adal)

This is the “principle of legality”. Why did he call me Sabra?! At first everything was permitted and then some things were forbidden to us. What was not forbidden remained permitted. Presumptuous.

I didn't understand, that's the discussion itself, what was in the beginning. And from the principle of legality, you certainly didn't prove it. Or maybe the explanation is the opposite, everything was forbidden, and the Torah came and permitted some parts. (And it doesn't matter the form of the Torah, whether it is negative or affirmative)
