In the past, when we were gatherers and hunters, we gathered or hunted what we could. It was our share for that day, and whoever stole from our food was punished as a thief in full.
Later, we developed and organized ourselves into countries that were largely thinly governed. The monarchy sometimes took from our food and property – what needed to be taken to provide basic security, a legal system, government officials, and the needs of the royal family that managed everything.
Although sometimes with corruption, the responsibility for food and the ability to obtain it was still in the sole domain, and whoever stole from it was a thief in disguise.
Now we have a fat country that has expanded itself into many other areas such as health, education, welfare, etc. It will of course take much more than the tomatoes I managed to pick from the field or the factory or any other field of activity, but it will also give much more.
That is, she will express social agreement about less independence, freedom of ownership, and responsibility for the property I have honestly acquired, because sometimes she will take a lot and sometimes she will give a lot, depending on her decisions, from whom and how much is taken, and to whom and how much is given.
Now for the question
Is it in a situation of a fat state that has deprived me of education and the most basic core studies (because politically it has brought certain parties into power and in effect sold my future and received power. This is the deal on my back) so that my ability to earn my living honestly has been greatly harmed and certainly reduced by the government? The money I will obtain in any case will not be my net worth, but what the government will allow me to keep with me, because it will take the rest, so that ownership of the results of my labor is not truly mine alone, and if I do not labor, the government will take from those who did labor and give it to me… and the government is responsible for my problematic employment situation because it single-handedly finances a system that I cannot support honestly.
In such a situation, if I get my hands on the government’s finances through a variety of means, will I be a halachically-moral thief? Or, within the framework of the fat state and its responsibility, am I playing correctly and reasonably within the rules?
I feel like someone has tied my hand at least once and probably forever, so that I can only pick a little. Isn’t it natural, moral, and just that when he turns around, I will take what I can from his pile to get back to the natural state where I could pick a lot with my two hands, and just because he tied my hand, I can’t pick?
 
(Yes, I know the stories about those who didn’t study and yet succeeded anyway… which seems to mean that I have personal responsibility for my situation… many times it’s Baba Mises’s fault, many times they received an education at home, etc., and sometimes it’s a small percentage of exceptional geniuses or extremely hardworking people. I don’t, and most probably don’t, and I know that most of us will fall into poverty and backwardness. The government committed its crime, now let it pay…)

The state’s responsibility in this matter is quite small. It is the responsibility of your parents and the society to which they and you belong. The state allows itself to intervene in extreme cases of abuse, but it is not true that the state must intervene in every situation in which it does not like your parents’ way of raising children. If someone completed a humane and unrealistic high school diploma, is that also the state’s responsibility? I agree that the state should compensate and support those who have graduated from Haredi education, but it is certainly not at a level that allows you to steal from it. If anything, I would think that the secularists could steal from the state, which, due to coalition pressures, finances the aforementioned parasitic company with their money. That’s a more just claim.

To the author of the question, if you are interested in acquiring higher education, I suggest you register now for a preparatory course (and pre-preparatory course) at the scientific universities (Technion, Ben Gurion, etc.), from which you can continue on to a bachelor's degree.
There are a variety of financial support programs for different populations today, so you can receive sufficient help.

There is no such thing as scientific universities, and support programs exist in many places.
