Good question. I don’t think it’s considered an offense in this regard. The origin of this prohibition is unclear, although it is considered a very big prohibition. It is not informal.

There is a rabbinical prohibition from a decree of the Hasmonean House. There is no Torah. Therefore, it does not belong to the rule that when there is a transgression, one goes after the one who committed the offense.
