What do sages mean when they say that wisdom is universal?

All sorts of vortices could be suggested, I don’t think there’s any way to determine exactly what is meant. This is the context in which it appears: [15] Another thing, he called to Moses and spoke to him. From where did every scholar of wisdom say that he has no good knowledge of the dead? Know that it is true, go out and learn from Moses, the father of wisdom, the father of the prophets, who brought Israel out of Egypt and by him several miracles were performed in Egypt, wonders in a hot land, terrible things at the Red Sea (Psalms 150:22), and he ascended to the heavens on high and brought down the Torah from heaven, and was occupied with the work of the tabernacle, and did not enter before him until he called to him, as it is written, “And he called to Moses and spoke.” Later he says, “And he saw that he turned aside to see, and God called to him from the bush and said (Exodus 3:4), in the bush He paused between calling to him and speaking, in the Tent of Meeting there is no pause here like in the bush. Why is this similar to a king of flesh and blood who is angry with his servant and commands him to be imprisoned in the house of the prisoners, when he commands the messenger, he commands only from the outside. But in the Tabernacle of the Covenant, when he rejoices in his sons and his household, and his sons and his household rejoice in him, when he commands the messenger, he commands him only from within, as if he were placing him between his knees, and as a man’s hand is upon his son. This is why it is said, “And he called unto Moses.” It seems that this is a matter of politeness and understanding of the ways of the land. This is brought up in the Midrash in the context of a call to Moses, who did not turn until he was called to the Tent of Meeting. Another possibility is knowledge in the sense of connection (and Adam knew Eve his wife). When Moses entered the Tent of Meeting he was connected to the Divine Presence and then there is knowledge in him. Sometimes a person can be brilliant but his mind is not straight and not connected to reality and its understanding.
