There is a rabbinical prohibition from a decree of the Hasmonean House. There is no Torah. Therefore, it does not belong to the rule that when there is a transgression, one goes after the one who committed the offense.
But a Jew who marries a Gentile follows the defect, namely, the gentile is born. Is there a prohibition in the Torah between a Jew and a gentile?
No. We follow her because she is the mother.
