What is the authority of the regulations of Rabbeinu Gershom and the regulations of the Geonim?
The Rashba, for example, writes, “The sages who agreed and established certain regulations, and all Israel follows them, since they were like a court of law for Israel.” After all, there were no ‘neighbors’ at that time, and the court of law has no validity, right?

Even during the Talmud period, they were not close, and even now, when Israel accepts his authority over them, it has validity. See Beit Yishai – Sermons 15 in detail. The validity of these regulations is by virtue of public acceptance.
