What is better in an elected official: qualities or abilities?

שו”תWhat is better in an elected official: qualities or abilities?

I wrote an article on this subject and the conflict I have with myself in this section, I would be happy if the Rabbi could comment and enlighten me if he has any insights from the article.
What is better, capabilities or dimensions?

I must thank you. I am in deep conflict with myself on this issue. I will reveal my hesitation to you and would be happy to hear your opinion.

Anyone who reads my positions may assume (and rightly so) that within the “Religious Zionism” party I am in the Ben Gvir camp and not the Smotrich camp. To be honest, it’s strange that I am in Ben Gvir’s camp. I like Smotrich’s opinions (not everything). I even prefer him to Ben Gvir in that everything in his opinion is settled and reasoned and he has a basis on certain issues. Unlike Ben Gvir, he is even considered “kosher” by the general public, which doesn’t give him any more options.
So what’s my problem with him? Smotrich is a person with too much self-sympathy (think about the unwashed word yourself). His demands in negotiations with Ben Gvir were disgraceful, they were not based on polls or the reality on the ground, but solely on ego. Even if Smotrich did it to put more “lights” on the list to bring in Shaked’s votes, what did he think he was doing in the primaries? He knew very well that no religious light would function on his list and that all young people are automatically more extremist because they are young. But forget that, it’s not the point I want to dwell on.
In the end, I see that I prefer qualities over abilities (I do believe that Ben Gvir has abilities, but even if he didn’t, I still think I would prefer him)
On the other hand.
In the days when I was trying to find my political path (I was only 15 when this whole plometer started), of all the debates surrounding the elections, the Yes Bibi No Bibi debate topped them all. I always enjoyed hearing the arguments of both sides until I heard an argument I didn’t expect to hear. It goes like this,
If you were at a military base under attack and you had two commanders, one nice and everyone loves him, always nice and polite but inexperienced in combat, while the other commander is a convicted murderer and rapist but has a lot of experience in situations like these and has a medal of valor for commanding in combat. The question is, who would you want to protect you, the first or the second commander?
As you probably understood when I heard that, I didn’t need to hear the second half of the argument to understand the parable. This argument got me thinking about this whole question, whether there is any importance of integrity and purity of character in politicians or whether the main thing is whether they do a good job or not.
I’m not a Bibi, but I quite like Bibi. I think he was a pretty good prime minister (though not at all times during his years in office, but overall I think he does a good job). I would choose him any day and at any time over Lapid, since I’m not interested in the man’s “morality,” but rather I saw and foresaw Lapid’s weakness and unsuitability for the position with my own eyes. And Netanyahu, despite the fact that he may be corrupt, I prefer him dozens of times over Lapid. From this it seems that I prefer abilities over qualities.
Maybe the two cases are not similar and maybe the question I started with is not really what bothers me. What do you think is better: abilities or qualities?

This is not the place to post articles. The question is too general and cannot be answered in that way.

Rabbi, please at least give some kind of roadmap for thinking about the issue (and leave the concrete examples).

Giving a roadmap is a matter for a column. It's difficult for me to be brief here, and of course it also requires formation and thinking. Maybe in the future…
