Question
I got on an intercity bus, and the driver said that the Rav-Kav validator wasn’t working and that people should just get on.
Should I pay for an additional ticket on another occasion (there’s no option to do so at the ticket booths in the central bus station), both from the standpoint of the halakhic prohibition of theft and from the moral perspective?
If so, does it have to be on that exact same bus line?

It seems to me that yes. I’m not familiar with the system, but I think you should make sure that an equivalent amount goes to Egged or Dan. I don’t think it matters through which line. But as stated, I’m not familiar with how this works.

In practice, the bus left the central bus station already in this state, with the Rav-Kav machine malfunctioning. I don’t know whether this was a system-wide malfunction, and they also didn’t arrange a replacement bus.
In your estimation, does this fall under the case described on the Kol Zchut site? Meaning, that I don’t need to pay for this ride on another occasion?

Apparently not. The procedure says that in a case where the validation devices on the bus are defective, the company has to provide a replacement bus. From the passenger’s perspective, seemingly there’s no difference as to when the malfunction started.
The procedure in that link is meant for the bus companies, and that’s why the distinction regarding the time the malfunction began is emphasized there.
